Preheat oven to 400 degrees F. Line a baking sheet with parchment paper and set aside.
In a large bowl, whisk together the flour, baking powder, salt, and cinnamon until well blended.
Cut the butter into the flour mixture until it is crumbly. A pastry blender or two forks work well to break the butter up into very small pieces.
In a small bowl, whisk together the eggs, maple syrup, and milk.
Make a well in the flour mixture and add in the egg mixture. Fold the egg mixture into the dry ingredients and continue to fold until all the ingredients are well incorporated.
Turn the dough out onto a floured surface. Roll it out until the dough is ¼ inch thick.
Using a 2 inch circle cutter to cut out circles in the dough.
Place the dough circles on the prepared baking sheet. Using your finger, make 3 holes in each circle for the eyes and mouth of the ghost. Bend and shape the dough into a spooky ghost shape.
Brush the scones with maple syrup. Bake for 10-15 minutes.
Once the scones are completely cooled, sprinkle powdered sugar on top.
